Incorporating things like blogs and giving people a channel to converse with the host organization is a great way to open things up to participation.

Also, CommuterFeed is a cool website that aggregates traffic reports from people on Twitter and Pownce. I could definitely see the Iowa DOT doing something like this (or utilizing it). http://www.commuterfeed.com/

We are just starting to get into RSS feeds, FeedBurner, YouTube Channels and the like, but we are still trying to get a handle on Web 2.0 technologies.
